Quality Comprehensive Health Center Awarded HRSA Ryan White Part C Grant to Expand HIV Care Services in Charlotte

Charlotte, NC – May 6, 2025 – Quality Comprehensive Health Center (QCHC) formerly Quality Home Care Services is proud to announce that it has been awarded the Ryan White Part C Outpatient Early Intervention Services (EIS) Program Grant, funded by the Health Resources and Services Administration (HRSA). This competitive federal award recognizes QCHC’s commitment to expanding comprehensive HIV prevention, care, and treatment services for underserved communities across Charlotte and the surrounding region.
The Ryan White Part C EIS grant supports community-based clinics in delivering essential outpatient HIV-related medical care and early intervention services. With this funding, QCHC will strengthen its capacity to offer a full spectrum of services to people living with HIV, including:
HIV testing and early diagnosis
Comprehensive primary and specialty medical care
Antiretroviral therapy (ART) access and adherence support
Case management and care coordination
Mental health and substance use services
Prevention and risk-reduction education
“This is a monumental step forward in our mission to provide accessible, equitable, and compassionate care to all,” said Dr. Ra’Shawn D. Flournoy, CEO of Quality Comprehensive Health Center. “Receiving this HRSA grant allows us to not only expand our HIV services but also address the social and systemic barriers that too often delay or prevent access to life-saving care.”
With nearly two decades of service to the Historic West End and beyond, QCHC has built a trusted reputation for delivering high-quality, integrated healthcare through its “one-stop-shop” model. The Ryan White Part C award further positions QCHC as a leader in HIV prevention and treatment efforts in Mecklenburg County—one of the nation’s 57 jurisdictions most heavily impacted by HIV.
“Our work doesn’t stop at a diagnosis,” added Dr. Flournoy. “We walk with our patients every step of the way—ensuring they receive not only treatment but the dignity, support, and advocacy they deserve.”
The funding comes at a critical time, as Charlotte continues to face challenges in HIV disparities, particularly among Black and Brown communities, LGBTQ+ individuals, and uninsured residents. QCHC remains committed to closing those gaps with culturally responsive, community-rooted care.
