Dr. Ra'Shawn D. Flournoy, D.MIN
Chief Executive Officer
Dr. Ra’Shawn D. Flournoy, D.MIN is an accomplished nonprofit executive and entrepreneur with over 20 years of experience leading organizations toward growth, innovation, and long-term sustainability. A native of Spartanburg, SC, he has founded eleven social enterprises and provided consulting expertise to businesses and nonprofits nationwide, offering proven strategies that drive measurable results.
Dr. Flournoy earned his Doctorate in Ministry from the School of the Great Commission Bible College in Columbia, South Carolina. In February 2024, he was appointed Chief Executive Officer of Quality Comprehensive Health Center (QCHC), a Charlotte-based 501(c)(3) serving the West End community for nearly two decades. Under his leadership, QCHC continues to expand its role as a trusted provider of comprehensive health services, ensuring access to high-quality care for diverse populations.
Dr. Alicia Howard, MD, MPH
Chief Medical Officer
Dr. Alicia Howard, a Charlotte native and graduate of Harding University High School, is a board-certified physician in Internal Medicine and Addiction Medicine with a special focus on Hospital Medicine. She earned dual degrees in Biology and Psychology, magna cum laude, from Howard University, where she was inducted into Phi Beta Kappa and joined Zeta Phi Beta Sorority, Inc. Dr. Howard went on to complete her MD and MPH at Drexel University as a Woman One Scholar and Albert Schweitzer Fellow, later completing her residency training at Yale New Haven Hospital. With a strong commitment to both patient care and public health, she brings a unique blend of clinical expertise and leadership to her work.
Dr. Jamie L. Troutman, PhD, MPH
Chief Program Officer
Dr. Jamie L. Troutman is the Chief of Programs at Quality Comprehensive Health Center in Charlotte, NC, where she leads federally funded initiatives focused on HIV prevention, behavioral health, and community wellness. With a PhD in Health Promotion from the University of South Carolina and more than a decade of experience in research, program evaluation, and public health leadership, she has published widely on HIV prevention and community health. Dr. Troutman is passionate about developing innovative strategies that improve health outcomes and strengthen communities.
